- The Rector is the head of the Teaching University, the highest academic official, the chairman of the academic council, and represents the Teaching University inside and outside the country in academic and scientific fields, therefore, he is authorized to enter into transactions and agreements on behalf of the Teaching University. Transactions and contracts related to financial and economic issues are signed by the Head of Administration and the Rector;
- In order to regulate issues belonging to his competence, the Rector issues individual administrative-legal acts;
- The Rector is authorized to create consultative councils and commissions in the form of a deliberative body, whose activities are regulated by the individual administrative-legal act of the Rector;
- In accordance with the rules for hiring academic staff approved by the representative council, issues individual administrative-legal acts - orders on the appointment and dismissal of academic staff and concludes labor contracts with them in accordance with the Labor Code of Georgia;
- The Rector appoints the academic and representative council elections and issues an individual administrative-legal act in accordance with this statute and the legislation of Georgia;
- In case of temporary impossibility of the Rector to exercise his powers, he orders the Deputy to perform his duties. The acting Rector provided for in this paragraph is restricted from the authority to preside over the academic council, as well as the authority to sign state documents confirming higher and professional education - diploma and professional diploma;
- Hires and dismisses academic/support staff of the Teaching University in accordance with the approved rules for hiring academic/support staff. Support personnel are hired and dismissed upon submission of the Head of Administration;
- Appoints and dismisses academic, administrative, and support staff. Recruitment and dismissal of support and non-staff personnel is done on the recommendation of the Head of Administration;
- The Rector exercises other powers granted by the law, statute, and this regulation.
