  • Heads the administration of the Teaching University;
  • Is authorized to enter into financial and economic transactions on behalf of the Teaching University in accordance with the budget of the Teaching University;
  • Establishes the draft of the structure of the Teaching University's administration and submits it to the representative council for approval;
  • Establishes a draft of the rules for hiring support personnel, the draft of the amount and conditions of their remuneration and submits it to the representative council for approval;
  • Heads the preparation of the own budget project by the faculty and submission to the representative council, the formation, and approval of the unified budget project of the Teaching University by the representative council;
  • Prepares the annual report of the completed work and submits it to the representative council for approval;
  • Issues individual administrative-legal acts within the competence;
  • Is responsible for the legality and effectiveness of the financial and economic activities of the Teaching University;
  • Is authorized to submit nominations of academic/supporting, freelance support staff to the Rector for their employment or dismissal;
  • Coordinates and agrees on the procurement processes in the Teaching University, carries out their supervision and constant monitoring, as well as determines the forms of procurement (tender, price quotation, or negotiation with one person);
  • Supervises and agrees on the issues of using the property of the Teaching University and its disposal;
  • Supervises the legal protection of the interests of the Teaching University, also participates in the development of the internal regulations of the Teaching University and in the process of preparation for the authorization and accreditation of the Teaching University;
  • Directs the direction of information technologies of the Teaching University, which includes the proper functioning of the network and server infrastructure, as well as the student databases, the supervision of the updating of the information technology system, and others;
  • Distributes the duties of the employees of the structural units included in the administration system of the Teaching University and gives them relevant instructions, as well as supervises their activities;
  • Participates in the development of strategic and action plans of the Teaching University and in the processes of monitoring and evaluating their performance;
  • Performs other functions provided by the legal acts of the Teaching University.
