- Directs and runs the activities of the service and is responsible for the performance of assigned tasks and functions;
- Ensures organization and planning of service activities;
- Signs documents belonging to the competence of the service;
- Organizes consideration of citizens' proposals, statements, and complaints (related to purchases);
- Carries out other rights and duties defined by the current legislation;
- Implementation of state procurement procedures during the year in accordance with the current legislation - selection of the means of procurement and preparation of the documentation provided for by the law (in accordance with the presented requirements), preparation of the procurement procedures, participation in the activities of the tender commission apparatus and technical provision of the tender procedures, receiving and issuing tender documents and accounting;
- Ensures the preparation of contracts on state procurement;
- Keeping records of contracts and other documents concluded as a result of state procurement;
- Production of tender commission minutes and other documents;
- Preparation of materials for implementation of state procurement through simplified procurement;
- Preparation of the act of agreement and/or decisions regarding changes in the terms of the contract on state procurement within the competence of the service;
- Is responsible for the state purchases made in the Teaching University and compliance of the made purchases with the applicable legislation;
- Implementation of supervision related to the management of state procurement contracts concluded with suppliers within the competence of the procurement service;
- Protection of the interests of the Teaching University in the dispute resolution council in relation to the disputes raised in connection with the state procurement;
- Participation in relevant seminars and trainings for the purpose of improving and better management of state procurement procedures.
